Cut the wood in 16 inch or 24 inch lengths and set on the sill plate between the floor joists against the rim joist. No need for tapcons unless the wood is cut down to 2 inch or less on the tapered end. A particleboard subfloor is not recommended for a concrete finished floor. A rubberized membrane (ice & water shield) would be better than nothing, but i still wouldn't recommend this detail.
