Underneath that is a sticky paper, felt or synthetic layer called an underlayment. Before starting to remove the underlayment, remove all furniture from the room. To remove the strip of sheet vinyl flooring from the remaining underlayment under the recessed toe plate, take hold of an exposed edge and slowly lift the vinyl flooring, wetting the asbestos backing as it is exposed. It isn't very obvious in the photo, but the underlayment looks to be laid in strips.
